Peter Cavalli, MPA
CEO & Workforce development trainer
Peter Cavalli is a respected consultant, educator, trainer, and leader in workforce development with more than 25 years of experience serving public sector organizations, public works, utilities, and local governments. As the founder of Tampa Bay Training, Peter is passionate about providing practical, hands-on training that strengthens the skills, safety, and success of those working in public works, utilities, and infrastructure.
Peter holds a Master of Public Administration (MPA) degree and has dedicated his career to enhancing the knowledge and professionalism of municipal workforces. His training philosophy focuses on real-world applications, regulatory compliance, and building confidence through active learning. He has worked extensively with local governments, public agencies, and industry associations across Florida.
Peter also holds a Bachelor in Science degree in Environmental Science & Policy and a Bachelor in Arts in Political Science. His three degrees all were achieved at the University of South Florida.
In addition to his role at Tampa Bay Training, Peter is an instructor for the Florida Water & Pollution Control Operators Association (FWPCOA), Safe County Worker, and other industry groups, where he delivers training in safety, operations, leadership, and regulatory compliance. He is known for his engaging teaching style, practical insights, and commitment to helping individuals grow in their careers.
Peter has engaged several Florida municipalities with consulting projects related to workforce development, certifications, safety/operations, and emotional intelligence. He has also worked with several nonprofits on operations, strategic planning, management, leadership and other issues.
When he’s not teaching, Peter continues to advocate for strong local government leadership and workforce development through professional organizations and community involvement.
Peter is a proud member with several committee or leadership roles with the Florida City/County Management Association (FCCMA), American Public Works Association (APWA), and the Florida Water & Pollution Control Operators Association (FWPCOA).
Cindy Torres
Customer service manager

That’s why we are proud to have Cindy Torres as our Customer Service Manager, where she plays a vital role in ensuring every interaction reflects our commitment to professionalism, responsiveness, and client satisfaction.
Cindy is the friendly voice and helpful hand behind the scenes, coordinating every detail of our training services, managing client communication, and ensuring that both individual students and organizational partners receive the highest level of support.

Cindy brings to Tampa Bay Training a strong background in customer service, administrative management, and client relations. She has spent her career working in roles where attention to detail, clear communication, and relationship-building are essential.
Her passion for helping others is immediately apparent to everyone she interacts with. Whether she’s scheduling classes, assisting with registration, responding to inquiries, or supporting the needs of our instructors in the field, Cindy approaches every task with a positive attitude and a focus on solutions.

Perry Lopez
Leadership and Construction management Instructor
Perry Lopez is a seasoned construction and management professional with over 40 years of experience in both the public and private sectors. His expertise spans a wide range of specialties, including commercial construction, high-rise multifamily buildings, office buildings, multistory self-storage facilities, historic restoration, and civil construction.
In the realm of civil construction, Perry has focused on projects involving streets and sidewalks, potable water, reclaimed water, wastewater, and stormwater systems.
Perry has extensive experience with public infrastructure projects, having worked on public works facilities, libraries, fire stations, schools, and recreation facilities.
With a degree in Management, Perry is well-equipped to lead and inspire professionals, helping them achieve and exceed their goals. He has a proven track record of guiding aspiring professionals towards successful and rewarding careers.
Throughout his career, Perry has assisted companies at various stages, including startups, restructuring, reorganizing, modernizing, and transforming.
As the Chairperson for the American Public Works Association’s (APWA) West Coast Branch (Florida Chapter), Perry has been a keynote speaker on leadership multiple times and has been published in the APWA Reporter.
Perry has also been a key member and advisor to several general contracting firms, where he created and presented standard operating procedures.
Currently, Perry serves as an Instructor at Pinellas Technical College, where he teaches a variety of topics under the Roadway and Stormwater Apprenticeship program. He also serves as a guest instructor for the Cadet program, discussing the functions of Public Works.

Bob Case
Equipment Opertations and Utility management Mechanic Instructor
Robert “Bob” Case is a veteran instructor with decades of hands-on experience in utility operations, power plant maintenance, and municipal services with the City of St. Petersburg. Bob is a trusted trainer for both Tampa Bay Training and the Florida Water & Pollution Control Operators Association (FWPCOA).
His teaching style is approachable, practical, and engaging, reflecting his deep commitment to helping students build real-world skills they can apply immediately on the job. Bob believes that effective training starts with direct experience, not just theory.
With a career spanning both the public and private sectors, Bob understands the unique challenges faced by today’s workforce. His passion is helping participants grow their skills, improve job safety, and advance in their careers.

Marshall Eiss
Health and Emergency Management Instructor
Marshall Eiss has always had a love for teaching, and to that end, he graduated from
Northeastern Oklahoma State University with a BA in Education and a minor in
journalism in 1979.
He began his public safety education in 1981, when he became certified in American Red Cross First Aid and CPR in Baton Rouge, Louisiana.In 1995, He became one of the first instructors for the American Safety and Health
Institute. He also obtained certification as an American Heart Association Instructor
which he retains today.
Mr. Eiss is an instructor/trainer for Health and Safety Institute in CPR, Fist Aid,
Bloodborne Pathogens, Advanced First Aid, Wilderness First Aid, Emergency Oxygen
and Emergency Medical response.
Mr. Eiss honorably served with Pinellas Suncoast Fire and Rescue (PSFRD) in an
administrative staff position beginning in 2001 and retired as a fire inspector & fire
safety educator in 2020.
One of his roles at PSFRD allowed him to become involved in Emergency Management
and in 2019 he became certified as an instructor/trainer in Incident Command System
(ICS) training.
Mr. Eiss joined Tampa Bay Training in 2023 and is excited to work with Pete providing
quality management, operations and safety education throughout Florida.
