Guided Self-Paced Professional Development

Supervision, Management & Leadership Academy

A practical, Florida-focused development pathway for current and aspiring supervisors, managers, and leaders in local government, public works, utilities, engineering, construction, and infrastructure organizations.

Choose one independent level or complete all three. Each level combines structured self-paced learning with live virtual discussion, realistic public-sector scenarios, practical assignments, and an applied workplace-improvement project or equivalent case alternative.

First pilot cohort begins Monday, October 19, 2026.
The next Academy entry dates are February 22 and June 21, 2027. You may enter any of the three levels at an intake; the remaining live-session dates follow the approved cohort syllabus. Cindy Torres can assist with enrollment.

Professional Practice

Florida Public Service With Transferable Value

Public Trust

Ethics, transparency, fairness, integrity, accurate records, responsible communication, privacy awareness, and the appearance of influence are integrated throughout the Academy.

Government & Funding

Relevant lessons distinguish federal, state, and local responsibilities and connect grants, taxes, fuel taxes, user fees, assessments, bonds, and general revenues to accountability and service decisions.

Lifelong Learning

Professional development continues beyond a certificate. Learners build a practical plan that may include related safety, emergency-management, environmental, technical, communication, and computer-application training.

This is an independent Tampa Bay Training professional-development program. It is not affiliated with, sponsored by, approved by, or endorsed by APWA or another association. It does not award college credit, an academic degree, a professional license, or a regulated certification.

Frequently Asked Questions

SML Academy Questions

May I enroll in only one level?

Yes. Each level is a complete TBT professional-development program. The full progression is recommended, but learners may begin at the level appropriate to their experience and responsibilities.

Is the Academy completely self-paced?

No. Each level includes 32 hours of guided self-paced learning and twelve two-hour live virtual sessions (24 live hours). Missed live sessions are handled case by case by the instructor, with approved equivalent learning and documented feedback when appropriate.

What is required to pass?

Learners must earn at least 80% on the instructional assessment components and satisfactorily complete required reflections, assignments, participation, and the applied project.

What if I cannot use my workplace for the project?

TBT provides an equivalent fictional Florida case pathway. When practical, TBT may also help identify a sponsored project location, but outside access is not guaranteed or required.

Who helps with registration or technical difficulties?

Cindy Torres, Customer Service Manager, assists with registration guidance, course administration, technical difficulties, certificate questions, and routing learners to the appropriate TBT staff member.
